[Locations] Assignment the ROCHE user automatically to the new locations

When a new location is created in Configuration > Organization > Location, by default, no operator is assigned to it. This causes the ROCHE user to be unable to see newly created locations when a new instrument is assigned.

The request is that when a new location is created, the ROCHE user is automatically assigned as the user for that location by default.
