POCC can overrule standard procedures

A POCC needs to be able to overrule certain procedures so when this is done there is no need for doing anything else to work normal again.

For example: when an instrument has a QC-lock due to a bad QC-result this QC-lock must disappaer when the POCC accepts the QC-result.
